The United Kingdom and France to Deploy Military Personnel to the Country if a Peace Agreement is Finalized

The London and Paris have signed a memorandum of understanding concerning the stationing of troops in the nation should a ceasefire be struck with Moscow, the Prime Minister of Britain, Keir Starmer, has declared.

Subsequent to talks with Kyiv's partners in the French capital, he noted that the allies would "establish defense centers across Ukraine and erect secure facilities for weapons and equipment" to deter any subsequent incursion.

The partner countries also proposed that the United States would take the lead in verifying a truce.

Russia has on multiple occasions stated that any external forces in Ukraine would be considered a "valid objective", but has so far not commented on this new announcement.

Background and Continuing Conflict

Russian President Vladimir Putin began a major offensive of Ukraine in February 2022, and Moscow presently occupies approximately 20% of the country's land.

"This is a vital part of our pledge to be alongside Ukraine for the duration," remarked the UK Prime Minister.

Top officials and top officials from the "Coalition of the Willing" participated in Tuesday's talks.

Speaking at a combined announcement, the Prime Minister added: "It paves the way for the juridical structure under which allied and coalition forces could operate on Ukrainian soil, defending Ukraine's air and maritime domains, and regenerating Ukraine's military for the years ahead."

The UK prime minister also stated that London would participate in any American-headed confirmation of a possible truce.

Protection Pledges and Negotiation Stances

Lead Washington representative Steve Witkoff stated that "long-term security guarantees and substantial prosperity commitments are essential to a lasting peace" in Ukraine – mentioning a major demand made by Ukraine.

He said the allies had "largely finished" their work on agreeing such pledges "in order that the people of Ukraine know that when this conflict ends, it ends forever."

Jared Kushner, US President Donald Trump's special envoy, also took part in the negotiations.

Meanwhile, France's leader Emmanuel Macron stated that Ukraine's partners had made "major progress" at the talks.

He said that "strong" security guarantees for Kyiv had been settled upon in the case of a potential ceasefire.

President Volodymyr Zelensky commented that a "major advance" had been made in the talks, but cautioned that he would only consider efforts to be "sufficient" if they culminated in the cessation of the conflict.

Earlier, Zelensky indicated a peace deal was "mostly finalized". Settling the remaining 10% would "decide the future of the agreement, the destiny of Ukraine and Europe".

Unresolved Issues

  • Sovereign soil and security guarantees have been at the heart of ongoing disputes for diplomats.
  • Moscow has consistently stated that Ukraine's forces must pull back from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any concession over how to conclude the war.
  • Kyiv has so far rejected giving up any land, but has floated the idea that Ukraine could move its forces to an agreed point – but only if Russia follows suit.

Russia presently occupies about 75% of the Donetsk region and some 99% of the bordering Luhansk. The areas form the industrial region of Donbas.

The original US-led multi-point peace plan that was extensively reported to the media last year was seen by Kyiv and its European allies as being disproportionately favorable in Moscow's favor.

This sparked a period of intensive negotiations – with the involved parties trying to revise the proposal.

The previous month, The Ukrainian government submitted the US an revised 20-point plan – as well as additional documents detailing prospective defense assurances and provisions for Ukraine's recovery, the President said.
